Local rules that change the job
Wind code
Leon County is outside the High-Velocity Hurricane Zone. Roofing products need Florida product approval, and the Florida Building Code's wind requirements for the home's exact location apply.
Who issues the permit
Cities permit homes inside their limits and Leon County permits unincorporated addresses. A mailing city doesn't always match city limits, so the permitting office is confirmed from the parcel before filing.
Older homes
78% of single-family homes in Tallahassee were built before the statewide Florida Building Code took effect in 2002. Re-roofing an older home can trigger upgrades such as re-nailing the roof deck and adding a secondary water barrier; a written estimate should include them.
